Esmé Berkhout is policy advisor on tax justice & inequality at Oxfam Novib. She has worked for Oxfam for over 10 years on a range of development finance topics. Over the past years she has specialized in how corporate tax havens are limiting countries’ ability to raise revenues for development. Esmé has completed the Global Campaigns and Advocacy Leadership Program (CALP), was co-lead of the global tax team until 2018 and actively contributed to campaigns developed at Dutch and OI level. In the past she has been involved in Oxfam studies on budget support to fragile contexts and on finance for health system strengthening.
